Between 1998 and 2001, the Communities of Southsea and Brynteg were part of the Welsh Assembly Government's (WAG's) 'People In Communities' (PIC) Programme to target social exclusion. In July 2001, the electoral ward of Gwenfro (part of the former PIC target area) became one of the communities to be targeted by the WAG's 'Communities First' Programme. Funding was obtained through this programme to employ a team of staff to develop the community: 'The Broughton Strategy Team'. A survey was undertaken with local residents, to identify their needs and priorities and the findings were used to devise a Strategic Action Plan 2004-07 for the area, with the main objectives of:


1 Developing activity and involvement within the community
2 Developing and improving training and education opportunities
3 Addressing the needs of children, young people and families
4 Improving the environment and quality of life, through tackling issues such as health, housing, crime and the environment

In addition to this a Capacity Building Action Plan 2004-07 has also been implemented with the objectives of removing the barriers that prevent people from participating in community life, education and employment.
